The Secretariat of Navy, whose matters were administered within the Secretaría de la Defensa (Secretariat of Defense) into the "Departmento de Marina" (Departmente of Navy), seceded from this on Junuary 1, 1940, by decree published in DOF in 1939 under the name of "Departamento Autónomo de Marina" (Autonomous Department of Navy), which in turn, became the "Secretaría de Marina Armada de México" (Secretariat of Navy) on Junuary 1, 1941.

The 1912 General Ordinance of the Navy states (Art. 1119) that the flag of the Chief of the Navy Department shall be a square version of the national ensign with a white anchor on the green stripe.
